Heru Pamungkas focuses primarily on dispute resolution and commercial litigation, property, and land law.
Heru has an extensive experience in handling various forms of claims and litigations, including expertise in drafting legal opinions, memorandums and documents required for submitting claims to the District Court, High Court, Supreme Court, Constitutional Court, and Board of Arbitration, as well as to give legal opinions regarding matters that may be faced by companies.
After graduating in 2010, Heru worked for a prominent law firm in Jakarta before joining AHP in 2012. Since joining AHP, Heru has accumulated substantial experience in accompanying and/or representing several multinational companies in criminal, arbitration, and civil law cases. Heru is also well-versed in providing legal opinions related to land disputes, corporate action plans, and legal document research.
According to asialaw 2023, Heru was commended by a client for being “approachable” and providing “a comprehensive legal overview for the client“.

- Assisted PT Coca Cola Bottling Indonesia in a criminal allegation of illegal ground water extraction.
- Assisted the director of PT Nusantara Ragawisata in a criminal allegation involving fraudulent letters and insertion of false information in authentic deeds.
- Assisted the director of Star Energy (Kakap) Ltd in an allegation of fraud and/or embezzlement.

- Represented the Chief Beneficiary Agus Nursalim in the application to summon a general meeting of shareholders and decrease the quorum of PT Kedaung Industrial Ltd and an application for substitution of the testament execution.
- Represented Easecox International, a Singaporean company, in submitting a breach of contract claim to the District Court.
- Provided legal advice to PT Panca Amara Utama regarding various civil matters in the District Court and High Court.

- Representing a group member of an international hotel group, that owns a resort in Bali, Indonesia, with regard to a dispute concerning the sale and purchase of the land which the client had purchased in 2018 against the land’s sellers.
- Represented PT Salam Pacific Indonesia Lines before the Supreme court in defence against the KPPU’s decision on price fixing.
- Represented PT Meratus Line against the Indonesian Business Competition Commission (KPPU) in the court regarding allegations of violation of Article 5 paragraph (1) of the Indonesian Competition Law concerning price fixing.
- Represented PT Petrokimia Gresik against the Indonesian Business Competition Commission (KPPU) in the court regarding allegations of violation of Article 22 of the Indonesian Competition Law concerning conspiracy.
- Assisted PT Tirta Investama regarding allegations of violation of the Indonesian Competition Law.
- Represented Mapna Co in submitting a state administrative claim to the State Administrative Court of Jakarta.
- Represented a client in submitting an application for judicial review to the Constitutional Court regarding Law No. 24 of 2004 on Deposit Insurance Corporation.
- Submitted an application to the Constitutional Court to review Law No. 30 of 2002 on Corruption Eradication Commission.
- Represented a candidate for the Mayor of Pekanbaru in a dispute regarding the general election results in the Constitutional Court.

- Assisted PT Semen Indonesia in its land acquisition process in relation to the Rembang Project.
- Assisting PT Petrokimia Gresik to assess and formulate the mechanism to manage the land and building assets owned by PT Petrokimia Gresik.
- Provided legal advice to PT Jaya Real Property regarding remedies that can be taken in relation to a land dispute.
- Conducted due diligence of land documents and provided legal advice to PT Aman Jaya Perdana regarding the purchase of land measuring + 275 Ha in Serang.

- Conducting general licenses regulatory audit for several manufacturing companies.
- Presented trainings on good corporate governance, compliance, and business judgment rule for various stateowned enterprises and its affiliates.
- Conducting audit of tender process on engineering procurement construction and commissioning of a manufacturing companies to ensure compliance with prevailing regulations and internal procedures.
